After much reflection amongst the ATSC staff (heart-wrenching talks! The laughter! The tears!), the ATSC eNewsletter name has been determined... and it's a familiar moniker. Welcome to your new and improved ATSC Descriptor.

A hearty thanks to those people who offered alternative suggestions for the publication!

The 2010 ATSC Annual Meeting

The 2010 ATSC Annual Meeting, held May 20 in Arlington, VA was a huge success thanks to our attendees, speakers, and sponsors. Many interesting topics were presented and discussed, including 3D television, Mobile television, and the introduction of the new ATSC Planning Teams (see more on PT's below.)

At the awards luncheon, Lynn Claudy gave his infamous "Toasters" speech, updated for 2010. J. Patrick Waddell of Harmonic was recognized as this year's Bernard J. Lechner Outstanding Contributor Award recipient. The ATSC also recognized individuals who participated in the advancement of the A/153 Mobile standard and the RP on Audio Loudness; and Mr. Graham Jones for his work as the Planning Committee Chairman.

Planning Teams Announced, First Meetings Scheduled for July

The ATSC has announced plans to explore opportunities in three important areas: terrestrial broadcast delivery of 3D TV, next-generation television broadcasting systems and Internet-connected TV technologies. Announced at the 2010 ATSC Annual Meeting in Pentagon City, Va., the ATSC Board of Directors has formed planning teams to consider technical feasibility and market requirements in key future technology areas:

The 3D TV Team (PT-1) will analyze and report on the likely benefits and limitations of a standard for terrestrial broadcast delivery of 3D TV. The team will be chaired by Craig Todd, Chief Technology Officer of Dolby Laboratories..

The Next-Generation Broadcast Television Team (PT-2) will explore potential technologies to be used to define a future terrestrial broadcast digital television standard. PT-2 will be chaired by Jim Kutzner, Chief Engineer of PBS.

The Internet Enhanced Television Team (PT-3) will consider the opportunities brought about by Internet connected broadcast receivers. The team will be chaired by Rajan Mehta, Director, Digital Television Standards, Policy & Strategy, NBC Universal.

The first meetings for these groups are scheduled for Thursday, July 15th at the ATSC Offices in Washington, DC.

  • PT-1: 10:00 AM - 12:00 PM
  • PT-2: 1:00 PM - 3:00 PM
  • PT-3: 3:15 PM - 5:15 PM

ATSC Membership

In our continuing quest for new participants to join in on the important work of the ATSC, we'd like to ask current member organizations to encourage non-member companies they may be associated with to join. Our appreciation of the work done by our current members goes without saying, but we always welcome new faces!

The ATSC is additionally interested in creating member relationships with both US and international university programs. If your alma mater has a broadcast engineering, telecommunications, or related academic department that would benefit from a membership in the ATSC, please let us know!

The Advanced Television Systems Committee has issued an annual brochure, People & Progress. The publication was distributed at the ATSC Annual Meeting in May. The ATSC has setup an online store for those who wish to purchase printed full color professionally bound copies of the A/153 and A/85 standards. We hope to add additional standards documents for purchase in the upcoming weeks - A/74 coming soon!

TSG/S1 - Specialist Group on PMCP

Having completed all assigned work, this specialist group is inactive.

TSG/S2 - Specialist Group on ACAP

Having completed all assigned work, this specialist group is inactive.

TSG/S3 - Specialist Group on Digital ENG

Having completed all assigned work, this specialist group is inactive.

TSG/S4 - Specialist Group on ATSC Mobile DTV

Work on the Scalable Full Channel Mobile Mode of the ATSC Mobile DTV standard is moving forward with a combined Samsung and LG/Harris/Zenith system. A Working Draft is being reviewed with the goal to determine if a recommendation to TSG that a formal vote for elevation Candidate Standard status is appropriate.

The sub-groups within TSG/S4 are making progress to develop a Recommended Practice on ATSC Mobile DTV. Working Drafts are being developed on the physical, management, and presentation layers. These drafts are expected to be merged into a single Working Draft RP to be considered by TSG in mid-2010.

TSG/S5 - Specialist Group on Transmission Infrastructure

Work continues to develop an ATSC standard for studio-to-transmitter link (STL) systems used to support ATSC Mobile DTV. The system will be documented as a revision of A/110, "Synchronization Standard for Distributed Transmission." A Working Draft has been prepared and is being reviewed.

TSG/S6 - Specialist Group on Video and Audio Coding

Working Draft revisions of A/53 Part 5 and Part 6 addressing loudness and clarifying certain metadata requirements were approved by TSG in a letter ballot that closed on February 5. Comments were received against Part 5 and resolved. Because substantive changes resulted from the comment resolution process, Part 5 was re-balloted by TSG. That ballot passed, and the ATSC membership ballots on A/53 Parts 5 and 6 have been issued.

A Working Draft revision of A/52, "Digital Audio Compression (AC-3, E-AC3) Standard," is being developed to clarify certain issues identified by a joint S6/S8 task force in response to CEA feedback. A liaison copy of the draft changes will be provided to CEA shortly for review and comment.

Work is pending to merge A/63, "Standard for Coding 25/50 Hz Video," into A/53 Part 4.

Work is underway to consider the differences between A/72, "Video System Characteristics of AVC in the ATSC Digital Television System," and SCTE-128, and to develop a recommendation for changes to A/72.

The Board has requested that standards be developed to permit the use of E-AC-3 as well as AAC/HE AAC/HE AAC v2 in the main broadcast services. Two documents are likely to result; work has yet to formally begin.

TSG/S8 - Specialist Group on Transport

A sub-group within TSG/S8 is developing a Working Draft RP on the broadcast station workflow aspects of handling local live updates to PSIP-related metadata. A date for completion of the Working Draft has not yet been set.

TSG/S9 - Specialist Group on Transmission

A sub-group of TSG/S9 has been collecting updates to A/53 Part 2:2007, "RF/Transmission Subsystem." This effort will restart when the next revision for Part 2 is developed.

Work is pending to remove E-VSB functionality from A/53, since this service has been overtaken by events with the approval of the ATSC Mobile DTV Standard. This work will largely impact A/53 Part 2.

TSG/S10 - Specialist Group on Receivers

Work is beginning to develop a Recommended Practice on ATSC Mobile DTV Receiver Performance Guidelines. This document will mirror the scope of A/74 but focus on mobile services.

TSG/S13 - Specialist Group on Data Broadcast

Work continues to develop a standard for non-real-time (NRT) services. A Working Draft is being finalized. A new project has begun to revise A/70A to add IP service protection. Five-year review of various A/9x standards is pending volunteers.

Planning Committee - ATSC 2.0

A New Work Item Proposal on ATSC 2.0 was approved by the Planning Committee and submitted to the ATSC Board of Directors on May 21. The Board approved the NWIP and assigned the work to TSG. ATSC 2.0 describes next-generation services to fixed receivers.

The May 19 meeting of the Planning Committee was the last for this group. The PC functions are being replaced by a structure of Planning Teams, which initially will include: PT-1 - 3DTV; PT-2 - Next Generation Broadcast TV; and PT-3 - Internet-Enhanced Television

PC-6 - Working Group on Education/Training

This group continues to provide articles to broadcast industry trade publications and speakers at industry events. With the end of the Planning Committee, this effort will become a staff function.
