ATSC 3.0 Advanced Emergency Information System Implementation Guide

This Information-only document, developed by the Advanced Television Systems Committee (ATSC) Advanced Emergency Alert Implementation Team, describes methods and examples for implementing the ATSC 3.0 Advanced Emergency Information (AEA) system features. The ATSC 3.0 AEA Implementation Guide is not part of the ATSC 3.0 suite of standards and recommended practices. It is provided to assist in understanding and implementing the emergency-related capabilities of the standard.

The ATSC 3.0 AEA system is capable of delivering a rich range of crucial information to consumers in times of need. The system provides great flexibility for delivering this extremely important information, including a “wake-up” feature, geo-targeting and other forms of message personalization, carriage of a variety of types of rich media such as video, audio, text, web pages and more, methods for accommodating accessibility needs, use of broadcaster applications for rendering AEA material, delivering AEA messages to companion devices and more. Description of the system’s technical elements, such as the Advanced Emergency Information signaling table, physical layer pipe configuration, and more are included, along with examples of how broadcasters might configure these in the broadcast stream to achieve various use cases.
